In the early 1980s, a new scourge is unleashed upon an unsuspecting America. Crack cocaine. The tenuous grip on law and order is finally broken as organized gangs run amok. None of their leaders is more evil than Lucia Carney whose drug empire grows and grows at the cost of thousands of lives, many of them innocent ones. With the forces of law and order incapable of breaking the gangs, a new type of enforcement is required; a rogue force, outside the restrictions of the police code.
